In a world that humans and anthropomorphic animal coexist, Mr. Wolf, a cool-headed pickpocket, robber, leads The Bad Guys. This gang of notorious criminal animals commit brazen thefts and evade Misty Luggins, the police chief, and the authorities.
Wolf and his gang are insulted on live TV by Governor Diane Foxington. They then plan a heist to steal the Golden Dolphin trophy before Professor Marmalade, a guinea-pig philanthropist, receives it at a gala. Wolf accidentally helps an elderly lady during the heist and is thanked for his good deed. Wolf convinces Foxington to allow Marmalade to reform the gang, in order to get the award back.
